Policy Objective
Vision - Innovative standard system to lead the world industry:
1. Advance national standards system
- innovate KS management system
- improve conformity assessment system
- promote strategic standardization & expands basis of conformity assessment
- provide basis for harmonization between North & South Korea's standards
2. Strengthen standard technology infrastructure
- advance measurement standards
- develop standard material and prepare its dissemination system
- establish development system for reference standard
- advance legal metrology system
3. Actively participate in international standardization activities
- lead the international de-jure standardization
- support international de-facto standardization
- address the technical barriers to trade (TBT)
4. Assist the private sector in increasing its capacity to develop standards
- foster standardization capacity of private sector
- promote standard development activity of producer group
- nurture professional standard expert and establish system to utilize them appropriately
- raise public awareness of standardization and expand education for standard
Action plan
Establish overall management system for Korean Industrial Standards (KS) and certification system
secure the reliability of KS and present target for technical standard in each fields by innovating development system of KS & technical regulation as well as introducing representative national certification mark.
promote operation system of KS and conformity assessment to be recognized internationally toward the "One Standard, One Test, Accepted Everywhere"
Enhance capability of national measurement standards and strengthen industrial competitiveness
provide a basis for resolving the TBT by securing reliable national measurement data,including testing and inspection results, that recognized internationally
strengthen industrial infrastructure with development of testing/evaluation & relevant measurement technology integrating with R&D projects
Strengthen international standardization activities
support all the international standardization activities by nurturing professional human resources, exchanging of international standardization information, along with proposing and developing international standards
Strengthen standardization capacity of private sector and induce standard development procedures to bottom-up system
provide standardization forum jointly with industry, academia and research institute, with priority given to the fields that international standards (in process) and key industries for next generation, to settle down standards development system focusing on consumer
expand financial support and improve private standard system by converting the main body of standard development from government to the private sector (e.g. standardization forum and standards development organization)
